BS 4.2.3 display error

Problem: Race being improperly displayed; occurs with only one ballot style
and only with Chinese, that I know so far.  In this instance, Ballot Measure
"H" is being cut off and the text display is offset.  I am attaching
screenshot and posting BS current election files to ftp site
"alamedacurrentelection.zip".

Password is: displayerror22

I am concerned that if it happens once, it may happen in other situations,
especially in Alameda where we have 740 different ballot styles and 3
languages.
