This is fixed and will be in GEMS1-18-9.  The problem was that the exportId was being used for the sortseq as well as the exportid even though sortseq is imported.

It appears that the Standard Import is putting the "sort" ID portion of the party import record into the export ID in the VoterGroup record.  Then when the VReg import is run, there isn't a match between the party ID in the export field and the incoming ID in the TXT file from the voter reg system.
 
In the example below, using AIP, the xport ID should be "4", instead it is "3" in GEMS.  But when the VReg TXT import is run, the AIP total comes in under the ID of 4.  No match, no joy.
