Note Regarding Ships Complements:
For the Total/Core/Marine Complements of all ships (except Part 2B), regardless of Service, I have had to guesstimate numbers based on the few hints DW has dropped in the Canon. Once I have a number for the Total, I have subtracted the numbers for any Marines, LAC Crew & Support and Flag & Staff to arrive at a Core Complement.
My general rule to determine the numbers of Commissioned Officers (or their civilian equivalent) and Warrant/Enlisted personnel (regular crew) is to divide the Core Complement by 11 and round the result up or down as seems to fit best to me. This becomes the number of Officers, and the balance of the Core Complement becomes the number of Warrant/Enlisted personnel. The only real exception is for the lightest Types PCL/PCM/PCH Attack Craft or civilian craft of similar size and Smallcraft: the Attack Craft, the 1/11 figure is Commissioned and Warrant Officers and the rest are Enlisted/Crew. For Smallcraft, there appears to be no specific requirement for Commissioned Officers aboard any individual craft, although it would seem that for certain types of activity an Officer will take command in the RMN, usually for inter-service support missions involving multiple smallcraft (one officer in overall command of all craft in the flight) or when transporting VIPs (Squadron Commanders, Flag Officers in general and high Government Officials).
For Marine Complements, I use a sliding ratio between Officers and Enlisted, varying from 1:15 to 1:25, but generally around 1:17.5.
For Flag and Flag Staff, I have two sets of Officer/Enlisted ratios, depending on the type of squadron being commanded: for Light Combatant squadrons (FG/DD/CL/some CA), a total of 50, with 11 Officers and 39 Warrant/Enlisted; for Medium and Heavy squadrons (Most CA plus BC/BB/DN/SD) 100 total, with 19 Officers and 81 Warrant/Enlisted.
Everything else is By Guess or By God.
