Summary

This chapter discusses Scientology^[tm]'s notion of "ethics", the different "ethics conditions" (which affect how Scientologists^[tm] will treat someone), and its reliance on statistics (or "stats") to evaluate ethics conditions. It also describes its internal courts and committees for judging ethics conditions.

In two sections from The Road the Xenu, Margery Wakefield describes a lesson on Ethics Conditions, and a memorable experience with stats and an assignment to Enemy condition.
Chapter 16 does not mention the Rehabilitation Project Force (or RPF) that is a common part of "ethics" handling in some organizations. In chapter 11 of The Road to Xenu, Margery Wakefield describes a first experience in the RPF.
Hubbard prescribed severe penalties for those judged to be in low "ethics conditions". Those in the lowest condition could be "deprived of property or injured by any means... tricked, sued, or lied to or destroyed". Here are Hubbard's 'fair game' statements, with commentary by Bob Bingham.
Scientology^[tm] has been active in courts of law as well as its own ethics courts. Maureen Garde's Scientology and the Courts page has information on numerous court cases involving Scientology^[tm]. It includes text and citation for an interesting Hubbard quote on the use of the law to harass.
