Sure.  I would rather this go into 1.18, but I suppose we can file this under "bug" and put it in 1.17.17.  The design is that all text on the end-user reports be localized after all.

Could the Election Summary Report's Reg. Voters and Cards Cast options be assigned substitution parameters in the locale.ini file in the GEMS 1-17 thread?  Dynabec is using 1-17-15 to configure Montreal, and found that no substitution parameters are available for these two options on the Election Summary report.
