Ballot artwork displayed in Print Artwork with the By Precincts check box selected should include only artwork for counter groups defined with precinct Ids.  If the Absentee counter group is defined without the Pct Ids check box selected in the Counter Group Editor, then the Absentee counter group is configured to accept Polling ballots, and no Absentee ballots should be listed in the Print Artwork window.

This is not a bug.  Checking the Pct. Id box in Counter Group Editor should not affect the ballots listed in Print Artwork Dialog.

Define absentee and early voting as cumulative counter groups.  From the Counter Group Editor screen, set absentee counter group without precinct id and early voting with precinct id.  When viewing artwork by precinct id, it lists absentee and early voting.  Absentee should not be listed.
