An internal error is generated when a vote center is queued in the download console in an election with two preference races (both endorsing candidacies) on a ballot.

This is now fixed and will be in GEMS 1.12.1 when it is released. If anyone intends on running two preference races in any election this year, let me know and I will also make a 1.11 release sooner that includes this fix. I would be very suprised if this were the case though.
