Nel's testing indicated ballots and cards for listed for reportunits
included all ballots and cards for the baseunits of the reportunits not just
those that actually belong to the reportunit based on the VGroups being counted
by the reportunit.
This has now been fixed in the list views, the card quantity reports and
the Report Precinct reports.
