DHCP error



I am seeing the following type of errors on all of the Florida GEMS 
servers:

DHCP failed to obtain a lease for the card with network address 
00C04F370FB1. The following error occurred: The semaphore timeout has 
expired.

I have instructed usersto hit the NO response the first time this 
message appears at boot up, but this is not sitting well with many of 
them.

Has anyone seen this other thanme? What is actually causing this? Howcan 
I prevent this from occurring? What is DHCP? It looks like some sort of 
a network connectionor service.

Putting a Dummy TCP/IP address into the DHCP properties seems to stop 
the error, but I would like more info as to why this is happening and 
what DHCP is used for.

Any help will be appreciated.
