I think providing an example would be helpful. 
 
In general, the 7/9 buttons for selecting next/previous race makes sense to me.  The repition in the R4 November version was difficult to deal with (after selecting candidate or measure response to Repeat the title and measure again).  It would seem adequate in a "Vote for 1" situation to simply tell the voter who they voted for (without restating the race title even), once they've made their selection and no longer repeat any other names, then go to the next race.
 
In a Vote for more than one, I think the 7/9 button to move to next/previous race makes sense.

Here is a possible VIBS script for the straightforward case.  I would like your feedback.  I think it lends itself well to straight-party and vote-for-more-than-one, but I want to establish a baseline first.  Each paragraph in the script repeats until a key is pressed, with the exception of the first paragraph (the initial header for each race).  Voters do not have to listen to the complete message before hitting a key.  Thus, they can skip through candidates by repeatedly pressing 6.
 
One issue to think about.  A voter must to listen to each candidate in the race, even if the race is fully voted after the first candidate.  We could assign keys (say 7/9) to skip to the next and previous races thus "shortcutting" the candidates that they can't vote for anyway.  I'm not convinced that adding instructions to this effect each race is a "win" however.  I'd like some thoughts on this issue.
