I actually saw some blank ballot messages when the ballots appeared to be fully marked, but the problem was the type of pen used.  We were recounting precinct ballots in Seminole County using Infra-red AccuVotes in memory card mode (not central count).  I have not had the experience with central count or with visible light units.
