When the police reports show there was only four victims, Detective Gallagher becomes increasingly suspicious of what can only be a cover-up and is unable to turn away from the case.

He pursues police psychologist Laura Demming (Sela Ward) who, unbeknownst to Gallagher, is actually an undercover FBI agent. Armed with information she provides, teh detective begins searching for answers to the mysterious murders and apparent police cover-up. Soon, he's entangled in the world of drugs, vice and corruption, pitting him against an underhanded police comissioner, a murderous drug dealer, a prominent business man and ultimately, one of the most dangerous men in Los Angeles.
