ATOF: PARSE-FLOAT, a Common Lisp implementation of ATOF

PARSE-FLOAT converts a string to a floating point number, if possible. It is the Common Lisp equivalent of C's ATOF, with several extensions. PARSE-FLOAT returns the floating point number, if any, and the index for the first character after the number.
