RE: Blackhawk, IA 11/06/01 election 194F

Matt Parrott prints ballots.  i talked to Joe about the oval position, in general.  telling him that ovals "high" in the timing tracks are not good.    thus they are getting better reads with feet first ballots. the county if also going to look at the postscript file they sent to make sure that's not a problem. one of the things that tipped me off was i printed out a ballot from here databse and the name was directly across from the oval, yet the name on the ballot was well below the oval. there was also an improper trim on some ballots

This sounds like the problem we had in Duval last week.  Who’s printing the ballots for this account?  Is it the ballot file or the printer?

1.94F! is the exact equivalent to 1.94W.  We have been using this generation of firmware in both IR and VL units for a long time without the problems Blackhawk is experiencing.  If they are experiencing the problem on multiple units.  And if the units are passing the ballot diagnostics test without generating undefined marks then the likely culprit is the ballots or the carbon content of the pens.

1.94F can be the equivalent firmware to just about any 1.94(choose a letter) firmware.  The key is the character after the F:    +,#,<,&,etc.  .  This was done due to certification issues.  Please let me know what that character is so we can tell what it is equivalent to.  You can look it up on the ROM EQUIVALENCE chart at:

This is a "version" of the "long mark" condition that M. Shamus (sp?) was so fond of..."High Ovals" (excessively so) can cause "black blindness" before the reader reaches the "hot spot area".. That is why feeding the ballots bottom first is an assist............The new design (visible light) are not affected by black blindness............

i found some ballots where the reg "tic marks" looked good but lining up oval with ruler shows them "high"  charlie conrad confirms that "high" ovals are not good that is why "okay" when feeding ballots bottom first.  I have told her to start with fresh "test ballots and new pen and let me know.  i have explained the "high" oval situation in infra red readers and if her tests come out satisactorily she will have her poll workers feed bottom up if error messages.  hopefully that is all there is.  thanks

Fully voted ballot some undefined   Undef is the same as Invalid Mark.  It's on the cusp, neither a mark nor fly speck.  Not enugh carbon in the mark.

Not enough carbon in the mark.  Inconsistent.  Get new pens.  Use a Sharpie for testing.  Check the printing.

You are using different sensors when you reverse the ballot.  Use a Sharpie and you will see

The carbon may be used up in these pens.  Get new or unused Eberhard Faber 60110 pens.

With a Sharpie?  If they work OK in VL they should work in IR
