Are all host and regional vote centers to be listed under the Voter Centers tab of AccuVote Server 1/2 on the host, and only the vote centers corresponding to a user's region at a regional site? Can a regional site download all or just the region's vote centers? Can a regional site upload all or just the region's vote centers?

None of the above for the moment. It would be relatively easy to add regional support for central count and modem upload (say a week or two), but only manual entry is supported for now. Alaska is the only account that uses regions with remote counting.
