The printer that we are using is
Midwest Printing and they have never printed actual colored text, and they
wish to know exactly what colored ink to use.

Re-read this
and think I might have misinterpreted the question. You can print whatever
you want on the ballots, in whatever color you want, as long as it is outside
(with margin) the calibration zone, timing marks, and ovals.
