    GEMS already does this.  In the race editor select rotation option 'Kansas'.

Greetings to all and especially Tab who is the expert on this subject.
 
Wyandotte County, Kansas wants to see their candidates rotated in the following way (using a very simple example):
 
They want rotation by precinct, and they want the same number of registered voters to see each rotation version, but they want the precincts which get each rotation to be divided by precinct ID numbers.  For example, say there is one race, jurisdiction-wide with two candidates; also assume the county has 100 precincts.  They want half of the voters in the county to see base rotation, and the other half to see rotation 1.  They also want precincts 1 through, say, 48 to see base rotation and 49-100 to see rotation 1 (this accounts for the fact that this creates an equal division in the number of registered voters seeing each rotation).
 
Which rotation version in GEMS will accomplish what they want?  They claim that VTS used to do it in the manner just described.
