base precincts to districts
Created database in 1-14-1-3. Created two districts
without sub-districts. Created three polling precincts, one entirely in
first district, one entirely in second district, one split between these two
districts. Attempted to assign appropriate base precincts to respective
districts by dragging base precincts over from list view to tree view.
Got message: "District (name) has sub districts. Must add leaf districts
only." Database is attached.
