Re: header removal in GEMS ballot artwork

Deleting a header from the GEMS window in GEMS 1.5.10 after ballot artwork has been generated successfully removes the header from the ballot but leaves a blank space on the ballot in the space that the header occupied.
This is the designed behavior.  If you want to force the re-layout of the ballots that use the head to be deleted then first edit that header and check the 'Force Re-layout' box then press 'Ok'  and then delete the header.
