Another oldie but a goodie. 
 
Steve's account below used to have a report that broke out their counter groups by row.  VTS, instead, broke out counter groups along the columns.
 
Myself, I like by row.  Tab prefers by column.  Neither of us have a strong option on the matter.  By column is probably easier to implement, so we are leaning that way.
 
So, Steve, given the choice of how to organize multiple counter groups in GEMS SOVC, which would you prefer?  By row or by col?  Anyone else have a strong opinion either way?
 
(I will send Mike to deal with anyone who thinks it should be a flag)

I suspect the counter groups would be displayed as rows rather than columns, but I have no strong feelings either way.
 
I believe their old SOVC had the "row" concept in use something like:

     Total      16       26        36           19      29
 
 
Do we need this feature this year, or can it wait for the 2000 primaries? 
 
I believe we can get by for Nov. of this year and can wait for the 2000 primary, but must have in primary which is March 2000.  This should help with your scope of work issue.
