Submitted before.  This is basically the currently grayed out "footer" button in the header editor.  Footers are planned;  by Nov sounds reasonable, but you probably want to check back this summer if they have not magically appeared. 
 
You can of course just lay out the ballot with the ballot editor and place the footer there yourself.  You might also be able to make clever use of the "label" candidate type.  Basically, MN's ballot layout regulations seem to be drifting toward desk top publishing, so it doesn't surprise me that some DTP effort is required to get their ballots laid out.  That is what our competition does, AFAIK.

Description:    The above named accounts and any potential new accounts from the state of MN need the ability to place additional text after candidates YES and NO if the race type is a question.
 
Motivation:    Minnesota State Law requires that for certain questions involving a tax increase, additional language be placed after the YES/NO candidates.  At present, they are creating a header that contains the required text and placing it on the ballots in the Ballot Editor by hand.  The ability to add this required text after the candidate positions would do away with the possibility that they might err and cover other important ballot areas and eliminate other potential problems that can be created by dropping headers on top of other ballot artwork.
