My bad. The problem here is that there are one shadow and two shadowed races defined in the database that share the same candidates set. When we count num of cross endorse candidate by mistake we count shadowed race candidates as cross endorsed and as a result we fail in SOVC. The fix is to filter recordset by both Candidate Id and Race Id when calculating num of cross endorse candidates for a race.
