The ID field sets the order which the counter group will be shown over GEMS.  This field is used similarly in other GEMS editors, such as Voter Group Editor.  Internally, GEMS treats them as separate items.

From the 'Counter Group Editor' Screen,  It allows you to save a record with an existing ID #.  So let's say you already have counter group Polling with id 10.  Now if you create Absentee and change the id to 10 and click on save.  It lets you successfully save the record.
 
STEPS TO REPRODUCE:
-  Go to setup/counter group editor screen, you should see Polling already listed with ID 10
-  Click on 'new'
-  Enter Absentee in the 'label' field and enter 10 in the 'ID' field
-  Click on 'Ok'
 
RESULT:  It saves the record successfully even though the 'ID' field is not unique, it's a duplicate id #.
