If the candidate vote buttons are invisible within a race (ex. Recalled Race), ie, we don't let voting happent, then we should not play any "Undervote" warning at all.  This will avoid the situaiton below.

 

The fix will be in Ballot Station 4-1-12.

Here is another case where the VIBS_Undervoted race warning is played when it should not be played.

 

Unvoted Recall Race, therefore no votable candidates in Recalled Race, Recalled Race last race on ballot.

After pressing the 9key to cast ballot, the VIBS_Undervote warning is played.
