Minimally it should print label, precinct number, and total ballots cast, even for a single precinct Vote Center.

I wasn't be able to reproduce the problem. My guess is that the vote center you downloaded has only one report precicnt and "194 US Summary" does not print summary total for vcenter with one precinct.

Problem: Once downloaded a vote center with the "194 US" report, can't download a vote center with the "194 US Summary" report.
 
1.    Select Setup -> AccuVote OS Options Settings
2.    Select "194 US" as "Report".
3.    Download any vote center.
4.    Unset the election.
5.    Select "194 US Summary" as "Report".
6.    Download any vote center.
7.    Select "Print Test Report" on AccuVote.
8.    The report for "194 US" prints instead of the report for "194 US Summary".
