(1) Upgrade 1.17 database to 1.18, and backup the 1.17 version in the process.

(2) Download election from GEMS 1.18.8 to AVTS 4.2.2.

(3) Downgrade AVTS to 4.1.7. On startup, get error bad database version okay to download. (expected).

(4) Load up database backup under GEMS 1.17, and download to AVTS 4.1.7.

On startup, get error: Invalid main election.adt, okay to restore from backup file.
