Minor correction.  It has only been broken since 1.18.4 when support for cross endorsement was added.  Also, you don't need to regenerate artwork.  You will, however, need 1.18.8.

Header candidates cause an exception at line 659 (or thereabouts) for GEMS 1.18 right back to 1.18.1.  Fix will be in GEMS 1.18.8.  You will unfortunately need to regenerate existing artwork.  The problem has to do with voting positions being stored for header candidates, even though header candidates have no voting position.  This was found with Greg's new york database attached with the "error when trying to queue cross endorse Vote Centre" bugtrack posted Tue 11/20/2001.  In that database header candidates are being used as placeholders for parties which do not field a candidate in a race.  If you are creating a party-row or party-col database, use the by row/col layout feature instead of header candidates to get the same effect.
