Ballot Station 3-13-9 voting error

Either viewing ballots within Readiness Testing or performing Count Test using the 'Electronic' vote center downloaded from the attached database, from GEMS 1-17-12 to Ballot Station 3-13-9, results in the error message:

The following error has been detected:  Exception from CBallotDlg during InitDialog Internal Error.
