Changed Candidate #1 to a header successfully.  When I changed the Rich Text in the ballot, came up with exception! 
 
Tried the same process in other databases created in later versions successfully.

John: Attached is the database I just finished for Siskiyou Co. Ca.. They have ordered ballots that we are printing. I am making another version without their name. Just Global Election Systems - Universal Ballot.
