so if it is uploaded and you queue it up again -  download it again - Gems does not tell you that it has been downloaded again?  and you cannot upload it ?  is that correct?

    This is the way GEMS works.  The downloading of a vote center does not reset the vote center. You must reset the votecenter.

had AB vote center uploaded -  queued it up to re-download it -  download recorded on log -  go to upload it and Gems still has green arrow from previous upload -  and time is from previous upload - but log has new download time.
