Looked everywhere but there for the mistake.  Customer created the database and sent to me for help.

    Your bug report is extremely cryptic.
 
    This is not a bug You have defined two counter groups (Polling and Adv Vote) and both only accept ballots for the Vote Group "French Separate" therefore the reportunits only show those ballots, since that is all that can be counted in them.  If you set the VGroup1 in the CounterGroup to "<N.P.>" then all ballots show up.

Rewording:  "ENGLISH PUBLIC" race shows up in the Centennial base precinct race tab but not in the Centennial report precinct race tab.  Tab, can you please take a look at this one?
 
Greg, I presume your cards download fine, and that the reports are okay?

GEMS-1-17-3  Small Database showing only one of four Voter Groups Default Precinct Category, Vote Centres.  Shows only one ballot when there should be five. 
 
Shows in Base Precincts, 30 correct ballots are created.
 
Shows only one Voter Group in Vote Centres -> Races
 
There are Four Voter Groups, checked Track Separately, Separate Ballots. 
 
Different!!
