Single quotes in labels

There is a bug in recent GEMS releases (late 1.11.8+, 1.11.14, 1.11.15) when using single quotes in the label field of election data. The example I have in front of me is the race title "DELEGATES-NAT'L CONVENTION". The problem stems from the new GEMS logging stuff, which can't handle the single quotes. I am working on a fix. The work around is to change the label to something without the single quote.
