In addition, to the message from Tari,

 

If RESET is done in AccuServer 1 and you don't exit the server.  The downarrow does appear on the RESET, the totals do not go to zero, and you can re-upload the precinct.

 

If, however, you exit the Server, and  re-enter, the Green uparrow reappears, and you can not re-upload the precinct, and in fact the Reset does not appear on the Server Log at all, in either case.

Vote centers go from green to red when you reset - close window - open up and Vote center arrow is back to green - vote center is not resetting.
