A vote center category remains in the vote center category
list in the Counter Group Editor when it is no longer attached to any
counter group.

The Vote Center Categories are not update (ie. deleted if not
used) until the OK or Apply Button is pressed. If you still see the unused
VCenter categories after you save the Counter Group's please let me
know.
