GEMS 1-13-9 is up on the ftp site. The
password is jaojndej9d1se.
This fixes a problem with central count not
counting votes introduced in the GEMS-1-13-8. It also fixes a problem with
ChallengeBoardDlg that failed when non-challenged ballots where uploaded from
the AccuTouch.
