Chthul-Ra

(a.k.a. the Free City)

This information is taken from a very old file. I've removed everything that obviously out of date and made a (very) few updates, but use this information at your own risk.

Basic Facts

Areas

No clear boundaries. Everything here is fluid, and areas blend at the boundaries.
  1. Rich section of town: mainly two-story villas, houses with enclosed courtyards etc. Usually owned by one family.
  2. Middle sections of town: mainly one- and two-story dwellings, with multiple families living around a common water supply. Open courtyards and communal bathrooms.
  3. Poor sections of town: large boxy dwellings, each with tiny rooms. Many people cram into single rooms, and surroundings are dingy. Communal water as with (2). No sewers. Lots of crime.
  4. Hob section of town: mish-mash of (1), (2) and (3) with the restriction that only hobgoblins live here. Non-hobs are unwelcome and may be attacked by street gangs.

Organizations

Fighters' Guild

Built near the main market-place, also provides security and is a pool for the city guard. Hobs and humans work well together in this establishment, but halflings and "wimps" are unwelcome.

Silvator's Trading Post and Adventurers' Guild

Early Bird Trading Post

In the hob section of town. All-purpose store, caters mainly to the hobs. Has come under pressure as Silvator's expanded. [I'm assuming it still exists but don't actually know.]

24 hour Clinic

Draws upon all the priests in the region to provide healing services for the city, mainly for adventuring types. There are also lone healers who go door to door, and are usually cheaper (but not as reliable).

Temples

Fungol

These berserking high-combat priests may be more bark than bite, but they look cool. [Bite is nontrivial.]

Rainbow Priests

Pacifist priests who don't really adventure. They like to promote peace and harmony in the city. [Choatic; deal in psychedelic substances.]

Moon Priestesses

A larger group, but also mainly city-oriented. Ties with lycanthropes.

Chthul-Ra

Has a secret temple, with a small group of priests attached to it.

Various humanoid cults

Often a transient lot. Whenever their race is involved in a dispute, the priests (who are rare as it is) are quickly depleted.
Also some Eastern type religions have priests here, but they keep a low profile. [Still?]

The Council

The council consists of twelve council members. Each counselor wears an amulet, presumably cursed on, courtesy of the temple of Chthul-Ra, that (so the story goes) will bring the wrath of the god down on whoever kills a counselor.

Boutros

Minor nobleman, lives extravagently in a villa. Has three children (M, born AK 576; F, born 574; F, born 571) and an alcoholic wife. Has been on the council since at least 585. Description: fat, lazy (corrupt?) [Seems to have ties to the East, has raised a private army in the city.]

Treveel

Blind lady, elected recently [as of 590] into council. Widower of Boutros' cousin. Has two children (M, born 586; F, born 588) and is still in mourning. Lives in a small villa at the edge of the rich district.

Kovina

Elderly (100+?) lady, obviously senile, possibly insane. Very quiet, but has occasional fits of intense anger. Once regarded as a wise member of the council, now generally ignored by the others. Appointments are for life, so people are only waiting for Kovina to run out of time. If she had relatives, they are all long deceased. Longest member in the council.

Rikozum

Middle-aged sage. Wife & kids left him around 585 since he paid no attention to anything but history books. Has a strangely morbid sense of humor and pretends to be absentminded to give himself time to think. Pretends to have no useful skills, but might be a Eastern-trained psionicist.

Wiglena

Middle-aged arbitrator. Recently became a grand-mother. Has an annoying high-pitched voice, yet is able to calm rioting crowds effortlessly. Prized as an arbitrator between feuding families etc, she runs a small consultancy business on the side. Might have some weird magic items relating to charm etc.

Kharuz

Hobgoblin chieftain. Getting a little old, but still a good tactician. Remarkably level-headed for a hob, and the relative peace between the races owes a lot to him. Considers himself an expert in the defense of the Free City. Has a family and also some human and hobgoblin mistresses on the side.

Rheebuk

A new addition to the Council, this kobold warrior is apparently an expert on siege warfare. He is also supposed to represent halflings, which is strange since they are racial enemies with kobolds. Also, there is only a small kobold population in the city. Rheebuk has no family as such, but has spoken about some eggs which hatched to become fine warriors like himself.

Shubanka

Sometimes known as the "scimitar lady", this middle-aged woman has been a strange member of the council. She is known to have no interests in life other than developing intricate and difficult manoevers with her chosen weapon. She has no family, friends, hobbies or vices. She lives in a small room in the middle-class section of town. All of her wealth is sunk into scimitars, both magical and non-magical. Why she is on the council is a mystery since her expertise lies more in the realm of adventuring than in the art of war.

Golam

This old man is the Elder Priest of Chthul-Ra, the demi-god who shares his name with the Free City. He, like all priests of this god, has given up all wordly ties, and spends his days performing arcane rituals at the secret temple. Since his religion has very strict admission policies, no one knows what they do. A priest of the demi-god is required to be on the council, and this one has been there for a long time.

Elbleem

This merchant is in his fifties, and has a solid, if somewhat corrupt business. He has a fat, jolly wife, and five children (F, born 564; M, born 566; M, born 569; F, born 572; F, born 587). The youngest child caused quite a stir, and Elbleem threw a big party for the occasion. He is masterminding the trade efforts with the East, and is pretty liberal in his dealings. He will participate in almost any money making scheme as long as he is shielded from any squeamish details. [Head of House Jeltha.]

Shaqueel

This young lady arrived in town around 585, and is supposedly a philosopher on magic. Although once regarded as being an inexperienced and naive member, people now regard her as being a wise and intelligent addition to the council. Apparently she is an authority on artefacts and relics, and consults with adventurers from time to time. Shaqueel is unmarried and has a regular stream of potential suitors, all of whom she has (so far) turned down.
