The Senate juvenile justice bill would: --Make it easier for prosecutors to charge juveniles as young as 14 with violent crimes. --Require background checks on all firearms transactions at gun shows and pawn shops. --Revoke the right to gun ownership for anyone convicted of a gun crime as a juvenile. --Require gun safety devices to be sold with all handguns. --Limit the liability of gun owners who use the gun lock when the firearm is stolen and used to commit a crime. --Set up a grant program of $50 million a year for state juvenile court judges, juvenile prosecutors, juvenile public defenders and other juvenile court system personnel to reduce court backlogs and recidivism. --Provide for a study of the effects of television programming, movies, video games, Internet content and music lyrics on child development. --Provide for a study of the marketing practices of the firearms industry with respect to children. --Make Internet screening software more cheaply available. -=-=-
