[OpenAFS] slow vos dump startup on 1.3.79

Hi,

I am running two afs servers, the main is 1.2.11, the second one (only 
fileserver) is 1.3.79.
Vos dump -localauth works OK on 1.2.11 for backup volumes from both 
fileservers.
On 1.3.79, vos dump has a large delay (couple of minutes) before the 
dump actually starts.
It is a bit annoying, since dumping of 100 volumes is prolonged for a 
couple of hours due to
vos dump delay.
