[OpenAFS] busy volumes/splitting volumes

my vos dumps are marking volumes as busy.  writes, fs setacl and
the like (on the busy volumes) are blocking, are not interruptible
and cause a load of one.  they do however, complete after the vos
dump completes.

is this expected behavior?  would a modern volserver/fileserver help?
(i'm running transarc server and mostly 1.2.8 clients.)

if possible, how do i split a volume while leaving the source
volume's files/directory tree perfectly intact??
