Operator: contact-flt-for-bfs-uplink

Operator Overview:

This should be a tasking operator, but it isn't really one of the standard form. This operator posts a communicative goal when the appropriate input has been received. In the long run, this needs to be replaced by (at some point) noticing that the next step is one the NTD initiates, and knowing (somehow) that it is only waiting for the previous step to be completed, so that it may be performed immediately when the previous step is done.

Operator Proposal:

Proposed when the words "BFS" and "UPLINK" are in the utterance model and the discourse segment is closed.

Posts a communicative goal.
