A scientific colleague is looking for an image processing
package for a PC which:
 
      1. Can read TIFF files
      2. Can integrate pixel intensities within a mouse-drawn box
      3. Can extract a transect profile when both ends are pointed
                 to by a mouse
      4. Is inexpensive (or free, as a special case), no more than $1000.

I can think of several that satisfy 1-3 but not 4, and vice-versa.
Any suggestions?
