You will need a program that will read and convert a file with a .PCD extension.
Depending on how much money you want to spend you can purchase the Kodak Access software. This software is designed to read a .PCD file, crop if necessary, and
export the image to another file type like .TIFF, .BMP. EPS, .PICT depending on the
version that you are using. You can get this software for the MAC, DOS, or Windows.
Or you can use a program like HiJaak Pro or Adobe Photoshop.

I have not heard of any shareware/freeware programs that will read this file format
yet.
