Yes, there is one commerical product in Taiwan which can do this.
You take a page, scanned it into a file using any scanner, and then
run the software OCR program to convert it.  Same way as OCR programs
for English.   The program is called "Dan Chin".  I have not found
a dealer in the US for it.  In Taiwan, it sells for about US$600
as of May 1995.
