Hi!  I don't know if this is the right newsgroup to post this message, but
I hope that someone here can help.

We are trying to read Digital Chart of the World (DCW) data.  I have read
the Military Specification for DCW and the Military Standard for Vector
Product Format documents but still cannot find an answer to my question: 
On reading Political/Ocean (PO) data, how do you connect the edge nodes to
form a polygon?  We can find no pattern whatsoever on this.  If you know
