This document is part of the codebook for the FLEECE cypher, one of a number of codes used by the Guardian's Office to obscure terms deemed to be incriminating if documents fell into the wrong hands. This included personal names, placenames, Scientology jargon and the names of organisations, including Narconon, for which the codename was ROOM. See "SC general headings for data needing coding" for the instructions which regulated the use of such codenames.
