Farber and his colleagues are working on a project with the Rand
Corp. The goal of the project is to inform national discussions about
technical
issues and policy choices associated with information technology
as it relates to privacy. The project examines the relationship between
the potential usefulness of information technology in protecting
individuals and its potential to violate American traditions of freedom
from unwarranted surveillance. In order to learn about how technology
might be adapted to serve security concerns while honoring other
concerns about privacy, Rand and Carnegie Mellon have proposed an
integrated, multidisciplinary research program to be conducted within
a living laboratory embodying next-generation information technology
on the university campus. In this environment, the team will attempt
to identify policymaking processes that are seen as fair within the
context of a particular community, the elements of desirable policies,
and the acceptability and utility of specific safety-enhancing, privacy-compromising
technologies.
