C2 UNIVERSITY

Introduction Command and Control University (C2U) has been developed to provide academia and technologist with a basic understanding of battle command. It has two basic goals: 1) Provide Students with an Operational Context for Battle Command Issues and 2) Provide Opportunities for DARPA Personnel and Technology Developers to Observe Technology-Specific Areas of Interest. To achieve these goals, a curriculum was developed which focuses on key events that occur on a regular basis in the services, primarily the Army...The desired end-state/outcome is for the students to apply the information learned from C2U towards their respective technologies, and in turn, they will improve the CPOF product and the United States Military.
A perspective from the program manager follows:
"I want to expose the PI's to the problems and environment of the Army so they can be smart about the technical decisions they make. The program is focussed on speed and quality of decision making, so anything and everything having to do with decision making (planning and execution) is good for these guys to see. Access to smart guys who know these problems in depth is of prime value. This means that we really want to get some time for interaction with real operators. The exposure to the military environment (CPs, exercises, etc.) provide a good backdrop to get the PI's thinking about the real underlying technical problems associated with doing your job. We're less interested in hearing what the Army thinks are the solutions than we are in understanding the problems. After all, our job is to develop solutions."

The Curriculum
The C2U curriculum consists of visiting/participating in a series of events that will take place at installations and combat training centers (CTCs). The intent is to start with a basic lesson on the Military Decision Making Process (MDMP) and observe Battle Command in an academic environment. Using this as a jumpstart, the venue will change to more of an operational theme and focus on the brigade level first and incrementally working towards Corps level operations. There are numerous activities to facilitate this type of curriculum. The Army has a rigorous schedule of warfighter exercises and rotations to three different Combat Training Centers (CTCs). And the Marine Corps has an annual MOUT exercise as another venue to provide a focus on operations other than an asymmetric threat. To the extent possible, the operational advocates, BCBL – L and the MCWL, will include these in the C2U curriculum. Within these separate activities/exercises, a theme will be established to focus the learning on subjects related to the Limited Objective Experiments (LOE) within the CPOF program. The inclusive dates for C2U curriculum are from 10 May 1999 to 1 October 2001. A detailed timeline for the C2U activities will be published at a later date.
