I decided not to go with the degenerate deck, as I figured
a non-degenerate deck would be more fun, even though it might
have been interesting to try a degenerate deck for a change.
This is based on a no-duplicates play deck of mine I haven't
used for a while. I have introduced a second copy of a few
cards, but it will play almost the same as the original
no-duplicates deck. This is about as non-degenerate as they
come.

If it'll help, here is some discussion on the deck idea:
The main aim is to win with Bavaria's Goal; the groups are
"closely linked": many can take others easily. The gimmick:
use some of the "doubling" resources and then lay down NWO's 
to get 50 power. A second option is Criminal Overlords. 
The deck on which this is based has scored wins with the 
Basic Goal, with the Special Goal and with the Goal Card.
The deck sandbags pretty well, but that isn't a main theme.
