I want to be sure they WILL accept both 1 and 2 even if the vote centers with cards reports says it is only seq 1

Tari, please provide some more background here.  There may be some history here that I am not familiar with.  The cumulative vote centers in the GEMS database are configured to accept sequence 1 cards only, but the AccuVote-OS units are accepting both sequence 1 and 2.  Is this the problem you are reporting?  Or are you expecting the AccuVote-OS units to read both sequence 1 and 2, but they are reading sequence 1 only?

just to be absolutely correct -  Cum vote centers with prec id's checked witll read seq 1 and seq 2 ballots - using 1.94 w roms -

db attached -  they will issue seq 2 ballots as abs and provisionals
