Don, when you find issues such as this, and you are not using the latest release in the GEMS thread - ie. 1-17-22 - verify the behavior experienced in the the latest version in the thread first.  If the same problems recur in the latest version, then verify that they have not yet been posted to Bugzilla in that thread.  If they haven't, post them.  If they have been posted but reported as fixed, then you have to reopen the bug (again, for the last version number in the software thread).

For Cobb C. Ga. Gems 1-17-15. AVOS. A candidate is withdrawn after ballot printing and memory card programming. The candidate is reinstated by a judge's order. Restoring the candidate in gems returns the candidate to the election report but does not give a warning of the need to reprogram certain memory cards.
    Gems 1-17-16, race editor, candidates. If some of the candidates are deleted and the new button clicked the new candidates have an ID number that increments as if no deletion had occured. An attempt to change the ID to what should be the ID number is not accepted. Message it already exists. All candidates must be removed and reentered
